Before we conclude that cable is faulty, we have few things that need to be checked. In the device manager check for 'Other Devices' and expand it, you may see an device with exclamation sign on it. Right click and uninstall the device. Disconnect the printer USB and reconnect it back.

If that works, then you try your original application program to prove that it is the cause (somehow).
